The UK Skilled Worker visa needs a job offer from an employer licensed by the Home Office as a sponsor, a Certificate of Sponsorship, a role on the eligible-occupations list and a salary at or above the required level. You apply online on GOV.UK. There is no "employee registration fee" for UK visas: anyone asking for one is not genuine.
